I have been lucky enough to have won a number of trips and the arv's were never as high as the stated amounts. Where you are flying out of, the time of year - all can be factors in the ulitmate costs. Plus, most worked with me - like my guests were coming from different locations so being taken by limo to the airport didn't work for us so that alone knocked $1600 off the arv.
I did win a golf trip to Paris years ago and only 1 guest golfed so they very kindly switched everything out for a rental car and museum and monument passes - it was wonderful.
On the trips, I paid the taxes and my guests picked up meals and incidentals, which worked for us.
