Though I am inclined to think the maximum entries criterion is probably the true one, as it's in the visible description text. They may well have just copied and pasted the bulk of the initially invisible official rules mindlessly, hence the discrepancy. Just my guess, and if I'm right, I agree with Tycobbn.
